RESIDENTIAL RATES

 

AVAILABILITY:

The residential rate is available for domestic use to individual residences, dwellings, and apartments within the corporate limits of the City of St. Marys, Ohio, using standard single phase service through one meter in accordance with the following stipulations and general rules, terms, and conditions for space heating and water heating and other residential purposes.

 

RATES PER MONTH PER RESIDENCE:

POWER COST ADJUSTMENT CLAUSE:

The above energy charges shall be adjusted on the basis of billed kilowatt hours in accordance with the power cost adjustment clause as specified on Sheet PCA-1.

 

KWH TAX:

The above energy charges shall be adjusted on the basis of metered kilowatt-hours as specified on Sheet KWH TAX-1.

 

MINIMUM CHARGE:

The monthly minimum charge under this schedule shall be Three and 50/100 ($3.50) per month.

 

TERMS OF PAYMENT:

The residential rates are net if all accounts for the service are paid in full on or before the 10th of the month after receipt of the bill.  On accounts not so paid, the gross amount, which is five percent (5%) in excess of the net amount, shall apply.

 

RURAL RESIDENCE SERVICE:

Service to residential customers beyond the corporate limits of the City of St. Marys, Ohio, is authorized at the additional charge of ten percent (10%) over the applicable rates as provided herein.

120/240, 120/208, 208, 240, 480 Volt Alternating Current, 60 Hertz, Single or Three Phase as agreed to.

 

RATE:

Customer charge/month:    $6.00.

 

DEMAND CHARGE:

First five (5) kilowatts of billing demand - no charge.

All over five (5) kilowatts of billing demand/month - $2.59/KW

 

ENERGY & TRANSMISSION CHARGE:

ENERGY MAXIMUM CHARGES:

Under demand, energy & transmission, and distribution & ancillary charge provisions of this rate schedule, the first 600 kilowatt hours/month:   $0.14/KWH

 

All over 600 kilowatt hours/month:  $0.10/KWH

 

PRIMARY VOLTAGE SERVICE:

Above rates are based upon secondary voltage (480 volts or less) service and metering.  When metering is at other than secondary voltage (more than 480 volts), both kilowatt billing demand and energy & transmission kilowatt-hours will be adjusted downward by 1% in order to reflect the secondary voltage metering level.  When service voltage is at other than secondary voltage (more than 480 volts), kilowatt demand and distribution & ancillary charges, based upon kilowatt billing demands adjusted downward to the secondary voltage metering level, if appropriate, will be adjusted downward by 4% in order to reflect the secondary voltage service level.

 

POWER COST ADJUSTMENT CLAUSE:

The above energy charges shall be adjusted on the basis of billed kilowatt hours in accordance with the power cost adjustment clause as specified on Sheet PCA-1.

 

KWH TAX:

The above energy charges shall be adjusted on the basis of metered kilowatt hours as specified on Sheet KWH TAX-1.

 

DETERMINATION OF BILLING DEMAND:

The billing demand shall be the greatest 30-minute integrated demand ascertained in kilowatts by instruments suitable for the purpose.  If the instrument is capable of recording each demand established over all demand intervals during the billing month, such capability being paid for by the customer if required by the Director of Public Service and Safety, then the billing demand in kilowatts shall be the greater of the following:

 

A    50% of the greatest demand occurring during the billing month, either within the period between 11:00 p.m. of one day and 7:00 a.m. the following day, or at any time on any Saturday or Sunday, or on New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day or Christmas Day.

 

B.    100% of the greatest demand occurring during the billing month at any time not within the period and not on the days specifically mentioned in Paragraph A above.

 

C.    55% of the greatest billing demand during the preceding 11 months.

AVAILABILITY:

This rate schedule is available for lighting and power for those customers establishing a minimum demand of 1,000 KW and who enter into a Service Agreement with the City for the purchase from the City of St. Marys for its electric energy requirements.

 

CHARACTER OF SERVICE:

Service will be Three (3) Phase, Alternating Current, 60 Hertz, 12,470 Volts unregulated.

 

RATE:

 

DEMAND CHARGE:

All kilowatts of billing demand per month - $4.46/KW

All kilovars of billing demand per month - $0.15/Kvar

 

ENERGY & TRANSMISSION CHARGE:

All kilowatt hours per month - $0.02700/KWH

 

DISTRIBUTION & ANCILLARY CHARGE:

All kilowatts of billing demand per month - $3.14/KW

 

POWER COST ADJUSTMENT CLAUSE:

The above energy charges shall be adjusted on the basis of billed kilowatt-hours in accordance with the Power Cost Adjustment Clause as specified on Sheet PCA-1.

 

KWH TAX:

The above energy charges shall be adjusted on the basis of metered kilowatt hours as specified on Sheet KWH TAX-1.

 

MINIMUM MONTHLY CHARGE:

The minimum monthly charge will be equal to $5.00 per KW of maximum demand in the current month or in any of the previous 11 months, but not less than that amount agreed to in the Service Agreement.

 

DELAYED PAYMENT CHARGES:

The delayed payment charge will be 1-1/2% of any and all amounts billed which remain unpaid 15 days after receipt of the bill by the customer.

 

DETERMINATION OF BILLING DEMAND:

The kilowatt billing demand shall be a 30-minute integrated demand, ascertained by instruments suitable for that purpose, occurring during the billing month, and shall be the greater of the following:

 

A.    100% of the greatest such demand occurring during the billing month at any period.

 

B.    55% of the greatest billing demand during the preceding 11 months.

 

The kilovar billing demand shall be determined at the time of the maximum kilowatt billing demand.

RATE:

 

BASE DEMAND CHARGE:

All kilowatts of billing demand per month - $7.53/KW

All kilovars of billing demand per month - $0.10/Kvar

 

ENERGY & TRANSMISSION CHARGE:

All kilowatt hours per month - $0.01587/KWH

 

DISTRIBUTION & ANCILLARY CHARGE:

All kilowatts of billing demand per month - $0.67/KW

 

TRANSFORMATION AND EQUIPMENT CHARGE:

In addition to the Base Demand Charge above, the Transformation and Equipment Charge shall be applied to all kilowatts of billing demand per month and shall be calculated annually by dividing the cost of required transformation and associated equipment not recovered by the Base Demand Charge, including interest, by the customer's previous year average monthly billing demand.

120/240, 120/208 Volt Alternating Current, 60 Hertz, Single Phase.

 

ENERGY & TRANSMISSION CHARGE:

First    400 KWH    @    $0.04936/KWH

Over    400 KWH    @    $0.01922/KWH

 

DISTRIBUTION & ANCILLARY CHARGE:

All kilowatt hours per month - $0.01424/KWH

 

POWER COST ADJUSTMENT CLAUSE:

The above energy charges shall be adjusted on the basis of billed kilowatt hours in accordance with the Power Cost Adjustment Clause on Sheet PCA-1.

 

KWH TAX:

The above energy charges shall be adjusted on the basis of metered kilowatt hours as specified on Sheet KWH TAX-1.

SUPPLEMENT TO COMMERCIAL SPACE HEATING

AND WATER HEATING RATE

 

Heat Pump Installation with Air Conditioning and Other Combination Heating Systems.

 

When the building or area is heated by a heat pump or other similar approved device, and the same heat pump or approved device is used to air condition a building or area, then the following shall apply for the four meter readings taken on or after June 15 of each year:

 

1.    All kilowatt hours recorded on the meter will be billed on the general power rate unless a demand recording instrument is available.  Then the account shall be billed in accordance with General Service Rate 127.

 

2.    No minimum charge shall be made during these four months under Rate Schedule CH-2.

Where metering is done on the high side, (33,000 volts or higher), of the transmission equipment, the billing KWH and KW will be discounted by 1% to determine the billing quantities.

All kilowatts of billing demand per month - $8.22/KW

All kilovars of billing demand per month - $0.10/Kvar

 

ENERGY & TRANSMISSION CHARGE:

All kilowatt hours per month - $0.02039/KWH

 

DISTRIBUTION & ANCILLARY CHARGE:

All kilowatts of billing demand per month - $0.98/KW

 

POWER COST ADJUSTMENT CLAUSE:

The above energy charges shall be adjusted on the basis of billed kilowatt hours in accordance with the Power Cost Adjustment clause as specified on Sheet PCA-1.

 

METERING DISCOUNT:

Where metering is done on the high side, (33,000 volts or higher), of the transmission equipment, the billing KWH and KW will be discounted by 1% to determine the billing quantities.

 

KWH TAX:

The above energy charges and the energy charges associated with the addendum to this rate schedule, shall be adjusted on the basis of metered kilowatt hours as specified on Sheet KWH TAX-1.

 

MINIMUM MONTHLY CHARGE:

The minimum monthly charge will be equal to $5.00/KW of the maximum demand in the current month or in any of the previous 11 months.

 

DELAYED PAYMENT CHARGES:

1-1-2% of any and all amounts billed which remain unpaid 15 days after receipt of the bill by the customer.

 

DETERMINATION OF THE BILLING DEMAND:

The billing demand in kilowatts shall be the greater of the following:

 

A.    33% of the greatest demand occurring during the billing month, either within the period between 11:00 p.m. of one day and 7:00 a.m. the following day, or at any time on any Saturday or Sunday, or on New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day or Christmas Day.

 

B.    100% of the greatest demand occurring during the billing month at any time not within the period and not on the days specifically mentioned in Paragraph A above.

 

C.    55% of the greatest billing demand during the preceding 11 months.

 

The customer may exceed the billing demand when permitted by the City Power Dispatcher.  The customer shall also curtail its demand to as low as 500 KW when required by the City Power Dispatcher.  Failure to curtail as required by the dispatcher shall result in the customer being charged for the excess KW demand over the curtailed limit set by the City Power Dispatcher.

 

ADDENDUM TO L-6A RATE:

The City may, in addition to the base rate, provide short term power to curtailable customers under this supplemental rate schedule.

 

The power will be interchanged from adjoining interconnected utilities on a buy-sell basis.  The City, therefore, reserves the right to intercept and keep any power bought for resale in time of emergency.

 

The power will be interchanged from adjoining interconnected utilities on a non-firm, interruptible basis.  The utility supplying and/or transmitting the power purchased can interrupt and cease delivery at any time.  The City, therefore, does not guarantee delivery of the power purchased.

 

A.    Short Term Power

Short term power is defined as power purchased from utilities interconnected with the St. Marys Electric System on an hourly, daily, or weekly basis.

Customers may request short term power by contacting the St. Marys system operator or accessing an electronic information system provided by the St. Marys Electric System, if available.  In either case, the market will be polled for available sources and estimated delivered costs.  The exact pricing for short term power may not be known at the initial time of inquiry, therefore, adjustments will be made on the following months billing to reflect the actual invoiced costs of the City.

The customer will be informed, of the available sources and estimated costs by the St. Marys operator or through an electronic information system provided by the St. Marys Electric System, if available.  The customer has the right to accept or reject the purchase.  If the purchase is accepted, the City will arrange for delivery.

For hourly purchases, the purchase must be accepted no later than 30 minutes prior to the hour delivery begins.  Delivery always begins at the top of the hour and automatically ends at the top of the next hour.

For daily purchases, the purchase must be accepted by 10:00 a.m. on the preceding day delivery begins.  Delivery of the amount of power purchased always begins at hour 00:00 and such delivery continues each hour, automatically ending at hour 24:00.

For weekly purchases, the purchase must be accepted by 10:00 a.m. on the preceding day delivery begins.  Delivery of the amount of power purchased always begins at hour 00:00 and such delivery continues each hour, automatically ending at hour 24:00 on the seventh day or the last day of the calendar month.

  1. Demand Charges - are applicable per calendar day from hour 00:00 to hour 24:00 and shall be billed at the cost to the City + 20%.  Power demands established by the customer in excess of that requested and scheduled + 5% will be billed at the base rate demand charge.

  2. Energy Charges - shall be billed at the cost to the City + 20%.

  3. Amount of Capacity Available - shall be determined by mutual agreement between the City and the customer.  Purchases shall always be in increments of 1,000 KW.

B.    Scheduled Supplemental Power

The City   may   in addition to the base rate provide scheduled supplemental power to curtailable customers.  Scheduled supplemental power is defined as "Power purchased from utilities interconnected with the St. Marys electric system when scheduled through the St. Marys monthly power schedule".

 

The scheduled supplemental power must be requested by no later than the 10th day of the month preceding the month in which delivery is requested.  Customers must file a schedule with the St. Marys system operator showing for each day of the month and hour of the day the amount of power requested.  Power shall always be scheduled in increments of 1,000 kilowatts.  The power will be interchanged from adjoining interconnected utilities to the customer on a buy-sell basis.  The City, therefore, reserves the right to intercept and keep any power bought for resale.

 

The customers schedule will be integrated into the St. Marys monthly power schedule and the supplemental power request will be granted except at the City's own discretion for those hours where the supplemental power request would require the City to pay additional demand or transmission charges.

 

Scheduled supplemental power will be available under the following terms:

  1. Demand Charges - demand charges do not apply if the customer does not exceed the scheduled demand by more than 5%.  Demands in excess of scheduled + 5% will be billed at the base rate demand charge.

  2. Energy Charges - energy shall be billed at the per kilowatt hour cost to the City + 20% for all scheduled energy less any energy intercepted and kept by the City.

RATE SCHEDULE FOR ELECTRIC SERVICE

(GCI-130)

GENERATION CREDIT INTERRUPTIBLE RATE 130

 

AVAILABILITY:

Available to any customer which has or will have generating capacity of at least 25 KW but not more than 100 KW and receives or would receive firm service under the General Service 127 rate schedule.

 

The customer must sign an application for Generation Credit which will specify the maximum amount of firm capacity to be provided during interruptions.

 

APPLICABLE RATE SCHEDULE:

Unless altered by the provisions of this rate schedule, the terms of the General Service 127 rate schedule shall apply to all service provided under this rate schedule.

 

RATE PER MONTH:

The customer shall pay all the rates and charges assessed under the General Service 127 firm rate schedule, except that the Customer's Demand Charge shall be discounted by $2.10/KW for all KW of interruptible billing demand.

 

DETERMINATION OF INTERRUPTIBLE BILLING DEMAND:

The customer's interruptible billing demand shall be the difference between the average of the customer's on-peak KW billing demands during the months of June through August and the amount of firm capacity to be provided during interruptions, as specified in the application for Generation Credit.

 

CONDITIONS FOR INTERRUPTION:

Should the City deem such action necessary, service under this rate schedule may be interrupted with a minimum two (2) hour notice given to the customer by telephone or otherwise on weekdays between the hours of 8:00 a.m. to 5:00 p.m.  Upon notification, the customer shall reduce its load to the amount of firm capacity specified in the application for Generation Credit until further notice.  The customer shall designate personnel who will accept notification of interruptions.  Where necessary, the City will install and maintain suitable metering at its meter location for verification of customer compliance with the interruption notice.

 

The City shall limit the total hours of interruption under this rate schedule to a maximum of six (6) hours on any single day or 120 hours per calendar year.  The total number of interruptions will not exceed twenty (20) during any calendar year.

 

USE OF POWER DURING AN INTERRUPTION PERIOD:

During each interruption, if it is determined by the City that the customer did not reduce its load to the amount of firm capacity specified in the application for Generation Credit, the excess load consumed over that amount shall be billed at the demand rate equal to that provided by the General Service 127 rate plus $2.10/KW for each KW of excess load consumed.

 

TERM OF CONTRACT:

The initial term of contract between the City and the customer shall be five (5) calendar years and shall continue on a five (5) year basis thereafter unless and until canceled by either party upon thirty (30) days written notice given prior to the expiration of the then-effective term.

 

EFFECTIVE:    With bills due and payable June 10, 2001.

 

RATE SCHEDULE FOR ELECTRIC SERVICE

AVAILABILITY:

Specifically available for use by the City's Water and Wastewater Departments.

RATE:

 

ENERGY & TRANSMISSION CHARGE:

All kilowatt hours per month - $0.02835/KWH

 

POWER COST ADJUSTMENT CLAUSE:

The above energy charges shall be adjusted on the basis of billed kilowatt hours in accordance with the Power Cost Adjustment Clause as specified on Sheet PCA-1.

 

KWH TAX:

The above energy charges shall be adjusted on the basis of metered kilowatt hours as specified on Sheet KWH TAX-1.

SMALL POWER RATE

 

AVAILABILITY:

Under special circumstances and with the approval of the Director of Public Service and Safety, available to commercial customers having extremely small electric loads, the service to which requires essentially no distribution costs to be incurred, and where the monthly energy consumption of all such loads is calculated according to the associated Small Power load sheet.

 

RATE:

The above energy charges shall be adjusted on the basis of calculated kilowatt-hours as specified on Sheet KWH TAX-1.

 

TERMS OF PAYMENT:

The above rates are net if all accounts for this service are paid in full within ten (10) days from the date of billing.  On accounts not so paid, the gross amount, which is five percent (5%) in excess of the net amount, shall apply.

SHEET PCA-1

 

POWER COST ADJUSTMENT

 

Each month's Purchased Power Cost Adjustment shall be determined as follows:

  1. The City's monthly purchased power cost per KWH shall be determined to 5 decimal places by dividing (1) the sum of the most recent months cost of fuel consumed by City's generating facilities, including disposal costs related thereto, and the total purchased power billings from other power suppliers, subtracting all costs associated with sales not applicable to this adjustment, by (2) the corresponding sum of the net energy generated and the total energy purchased, subtracting all energy associated with sales not applicable to this adjustment , the energy sum being reduced by 6.5% for losses.

  2. The base purchased power cost of $.03410 per KWH shall then be subtracted from the monthly purchased power cost determined in (A) above.

  3. The purchased power cost adjustment per KWH shall be the difference derived in (B) above.  The result will be rounded out to the nearest 0.01 mill ($.00001) per KWH.

SHEET KWH TAX-1

 

The KWH Tax shall be calculated as follows:

 

First          2,000 KWH    @    $0.00465/KWH

Next        13,000 KWH    @    $0.00419/KWH

Over        15,000 KWH    @    $0.00363/KWH

 

The KWH Tax rates above are based on a 30-day measurement period.  For measurement periods unequal to 30 days, the tax is calculated by dividing the days in the measurement period into the total kilowatt hours measured during the measurement period to obtain a daily average usage.  The tax must be determined by obtaining the sum of (1), (2), and (3) and multiplying that amount by the number of days in the measurement period.

 

(1)    First          67 KWH    @    $0.00465/KWH

(2)    Next        433 KWH    @    $0.00419/KWH

(3)    Over        500 KWH    @    $0.00363/KWH

 

In the event a meter is not actually read for a measurement period, the estimated kilowatt hours may be used.

 

Self-Assessing Customers:

 

Customers consuming more than 45,000,000 kilowatt hours of electricity over the previous calendar year may elect to self-assess.  After receiving notice from the State of Ohio Tax Commissioner of a customer's self-assessing status, the City will not collect the KWH Tax from the customer.  Instead, the self-assessing customer will collect the tax itself at the rate of $0.00075/KWH plus 4.0% of the total cost of electricity consumed and pay the tax to the City's General Fund.
