The Solid Waste Department is
divided into three basic functions: Refuse Collection, Recycling
Collection, and Post Closure Care at the Landfill site. (Click here to view Refuse Rates.)
REFUSE COLLECTION:
The Refuse Collection division is
responsible for the collection of all refuse from residential dwellings in the
City and commercial accounts as contracted. Residential dwellings in the
corporation limits are mandated by City Ordinance to have their refuse picked up
by the City's Refuse Collection crew. Commercial and industrial accounts
are not mandated, and can contract with the vendor of their choice. Many
residential and commercial units outside of the City are also picked up by the
City's Collection crew, but are not mandated and may choose the vendor of their
choice. The Refuse Collection crew picks up garbage that is bagged,
canned, or in City provided commercial hoppers.
All residential households within
the City of St. Marys are charged a $9.95 base fee on their utility bill each
month. In addition, a volume-based "tag fee" is required for every can or
bag (weighing 33 lbs. or less) placed out for collection. The cost of each
garbage tag is $1.00. The tags are available at the City Utility Office,
local grocers, and hardware stores. Details regarding the volume-based tag
system are printed on each tag. If you purchase new garbage containers, do
not purchase any container larger than 32 gallons (the max. allowable can size).

SPECIAL PICK-UP ITEMS:
Items which are too large for
normal bag or container disposal will be charged a "Special Pick-Up Charge".
You must call 419-394-3303, ext. 1243 to request the special
pick-up. Some of the charges for special items are:

Miscellaneous items not listed above will be charged a
$7.50 base fee plus $1.25/minute loading time. Heavy loads or
time-consuming loads may require additional charges. Any load exceeding an
estimated 10 minutes loading time should be reported when calling in the special
pick-up so an employee can review the load before picking up. This
procedure is to provide the homeowner with an idea of the estimated charges.
YARD WASTES:
Dumpsters are available at the Sewage Plant on Hickory
Street for yard waste disposal. Access is available Monday through Friday
from 7:00 a.m. - 4:00 p.m., and Saturday and Sunday from 8:00 a.m. - 3:00 p.m. Dumpsters are also available at the Electric Distribution building at 1100 E. Spring Street. Access is available Monday through Friday from
7:30 a.m. - 3:30 p.m.
SPRING CLEAN-UP:
In May of each year the City
provides a day for disposing of special items at no extra cost to the resident
(limited to residents inside the City limits only). This gives everyone an
opportunity to dispose of items not normally set out on a weekly basis.
Each resident that participates in the clean-up is asked to limit their waste to
400 lbs. Loose items must be bagged, boxed or bundled and capable of being
lifted by one person. The date of the Spring Clean-Up and the items that
will not be picked-up are posted in the local newspaper. No hazardous
waste items will be picked-up.
RECYCLING COLLECTION:
The Recycling Collection division
picks up curbside recyclables from residential accounts within the corporation
limits. There is no charge for this service. The first recycling bind is free, replacement bins may be purchased for $8.00 each. Recyclables will be collected the same day as your regular trash pickup.
ALL recycling bins must be placed at the curb (not alleys) by 7:00 a.m. You should print your address on the side of the recycling bin. Recyclables currently picked up are:
Newspapers & Mixed Paper:

Please place all paper material in
a paper bag. Place the bag next to the recycling bin. There is a
limit of 2 paper or mixed paper sacks per household.

Do not leave out when raining.

Separate regular paper from shiny
paper.
Glass Bottles and Jugs:
-
All green, clear, brown glass, food and beverage
containers can be recycled. No window glass or drinking cups.

All glass containers should be rinsed out and
have lids removed.
Plastic Bottles and Jugs:
-
Soda bottles, milk and juice jugs and liquid
detergent bottles fall into this category. NO motor oil or
antifreeze containers!

Rinse out containers and remove caps before
putting into bin.

#1 and #2 plastics only! When in doubt, look at the bottom of the container - it is has #1 PETE or #2 HDPE, it can be put in the bin. Please crush to conserve space.
Aluminum, Bi-Metal, Tin/Steel
Beverage and Food Cans:
The recyclables are sorted
primarily at curbside, except plastics that are co-mingled and sorted at the
Auglaize County Recycling Facility. The curbside operation is completed by
one person utilizing one route truck. All recyclables are taken to the
Auglaize County Recycling Facility on River Road. The City is reimbursed
for all recyclables pre-sorted before delivery to the County facility. In
addition, Recycling Collection maintains the volunteer Recycling Center on
Chestnut Street. At this location, volunteers man the Center on the 1st
and 3rd Saturday of every month. The materials brought to the volunteer
center are often generated by residents outside the corporation limit who are
not served by curbside collection, or by households wishing to recycle large
quantities of material, including cardboard. The proceeds from the
recycling collection go to the volunteer organization sorting the recycling
items. If you have an organization wishing to participate in a recycling
event to earn funds, contact the City Solid Waste Department.

A limited cardboard route is
available to several commercial accounts on the City of St. Marys' commercial
hopper service.
POST CLOSURE LANDFILL REQUIREMENTS:
The City of St. Marys Landfill
closed June 1, 1998.
The Landfill must be maintained for a minimum of 30 years after closure. This was official in 2005. The post closure monitoring requirements include groundwater, explosive
gas, and leachate monitoring. Additional environmental work performed at the Landfill includes monitoring of the St. Marys River and environmental investigations when needed.
Maintenance on the closed facility
includes maintaining the ditch and surface water improvements, erosion control,
maintenance of access roads, mowing, maintaining the leachate collection system, and clay cap.
